The DSEAR regulations aim to protect people from the risks of fire and explosion caused by the presence of ‘dangerous substances’ such as fuels, solvents, paints, volatile chemicals and dusts that could cause explosive atmospheres in the workplace.  The regulations require risk assessments to be carried out to establish the likelihood of the presence of explosive atmospheres that could be caused by leaks or spillages of a flammable gas or volatile liquid, or the presence of dust in the affected areas and their potentially explosive effects if ignited.

Control measures to eliminate or reduce these risks must be identified and implemented, including measures to prevent leaks or the accumulation of hazardous substances, and measures to eliminate ignition sources. The may include the use of suitably protected electrical and mechanical equipment and management procedures such as no smoking rules and appropriate staff training.
